How do non-creditors get away with putting hard inquiries on your credit report?

I have hard inquiries even from people that do not loan money. They want to look at my credit report for various reasons ranging from insurance underwriting to a home seller just curious about what my credit looked like to see what kind of loan I should apply for. I even have one from the FDC-like I really am going to borrow money from *them*.
