Bad credit and cannot get checking account. Please read.?

Question by Sheila: Bad credit and cannot get checking account. Please read.?
I had bad luck and now bad credit. However I am not on the Chex list. Is there a bank that will allow me to open up a checking account with actual checks and perhaps a debit card. I am not trying to borrow money, I just want to use what little I have accumulated to pay my bills as opposed to driving around and paying them in person. Any ideas?
